This is a scarce pamphlet publishing a proposed charter for the city and County of San Francisco. The California Constitution of 1879 limited the power of the state legislature to interfere with the affairs of municipal corporations and vested such corporations with extensive powers of local self-government. Oddly, it seems that nearly every time a Board of Freeholders was formed to propose a charter for the City and County of San Francisco in the last two decades of the nineteenth century, the new laws were rejected by the voters.
